Arms of the Cross Housing Inc.
Location: 560 Arlington Street

Size: 38 units / 2 storeysArms of the Cross Housing Inc. (AOTC) is a non-profit housing provider and registered charitable organization committed to offering safe, comfortable and deeply affordable housing for low-income seniors. Established in 1977 by the Lutheran Church of the Cross, the organization continues the legacy of the church by ensuring that seniors can live their later years with dignity, respect and a strong sense of community.
Arms of the Cross currently owns and operates a nine-story, 123-unit seniors’ housing facility at 555 Burnell Street in the Daniel McIntyre neighbourhood. The Lutheran Church of the Cross has now entrusted its land and building at 560 Arlington Street to AOTC to assess the viability of incorporating affordable seniors’ housing into the existing structure. This project will allow AOTC to expand their capacity to serve seniors in need while preserving the church’s role as a community anchor, integrating space for shared programming and support services.

Spence Neighbourhood Association
Location: Spence Neighbourhood Boundary

Size: ±40 units / 4-5 storeysSpence Neighbourhood Association (SNA) is assessing site opportunities for a new supportive and affordable housing development in the Spence neighbourhood, focused on individuals exiting homelessness and youth aging out of care. The project will also include expanded and accessible program space for The Bear Den, SNA’s Indigenous Housing Hub.
As a grassroots organization, SNA works to revitalize and renew the community through holistic housing, community connecting, economic development, environment and open spaces, and youth and family initiatives. This housing proposal aligns with SNA’s mission and enhances their capacity as a community housing provider to support residents in need. Guided by their vision, Welcome Home, this initiative represents a critical step in expanding safe, stable and inclusive housing options in the neighbourhood.

The Salvation Army
Location: Downtown Winnipeg
The Salvation Army (TSA) is an international Christian organization that began its work in Canada in 1882 and has grown to become one of the largest non-governmental direct providers of social services in the country. In Winnipeg, The Centre of Hope has served the downtown community for over 35 years, delivering compassionate, evidence-based programs to address homelessness and related challenges.
Shared Ground is supporting TSA as it explores new housing opportunities to serve individuals exiting homelessness. By focusing on its existing portfolio of downtown properties, TSA aims to provide safe, stable, and deeply affordable housing with on-site supports tailored to residents’ needs.

Westworth United Church
Location: 1750 Grosvenor Avenue

Size: 30 units / 4 storeysWestworth United Church, located at 1750 Grosvenor Avenue in Winnipeg, is a welcoming congregation that strives to build a community that embraces diversity, respects all generations, and actively advocates for social and ecological justice.
Westworth United Church envisions a vibrant community hub in River Heights, combining affordable seniors’ housing and a daycare within a thoughtfully designed addition to the site. The new building, which would replace the existing gymnasium, is planned to accommodate up to 30 units, providing much-needed housing options for the senior community while continuing Westworth's commitment to serving and uplifting its neighbours.

West Broadway Community Organization

Type: RenovationThe West Broadway Community Organization (WBCO) is a non-profit dedicated to supporting the social, economic and environmental well-being of residents in Winnipeg’s West Broadway neighbourhood. Recognizing the need to preserve existing affordable housing, WBCO is in the early stages of establishing the West Broadway Community Land Trust. This initiative aims to protect and steward naturally-occurring affordable housing within the neighbourhood’s existing housing stock, ensuring long-term affordability and community control over residential properties that are at risk of speculative sale or redevelopment.
Shared Ground is participating in early engagement events related to the Land Trust and is exploring opportunities to support the initiative as it evolves. Once properties are identified, Shared Ground may assist with visioning and feasibility planning to assess renovation needs, ensure alignment with available funding opportunities, and navigate building code and zoning requirements to support the long-term goals of the Land Trust.

South Sudanese Community Centre

Size: ±40 units / 5 storeysThe South Sudanese Community Centre (SSCC), established in 2006, is a Manitoba-based non-profit organization that promotes community building through events, charity drives, and educational workshops. Located at 129 Dagmar Street, the Centre serves as a hub for residents, businesses, and cultural enthusiasts, offering services that foster networking and connection among newcomers and African Canadians.
SSCC is considering developing social housing for newcomers on the existing surface parking lot adjacent to their community centre. The proposal would include ground floor community space and four levels of housing designed to accommodate up to 40 units. This initiative aims to provide affordable housing solutions for newcomers while enhancing SSCC’s capacity to serve the community.

Westboine Park Housing Co-op
Location: 62 Shelmerdine Drive
Type: New Construction
Size: TBDWestboine Park Housing Co-op, established in 1975, is a non-profit housing cooperative located on 14 acres in Winnipeg's Charleswood neighbourhood, along the Assiniboine River. The co-op offers 188 affordable housing units, including 153 townhomes and 35 apartments, in a park-like setting. Members actively participate in the community's operations, sharing amenities such as a large meeting hall, playground, and community garden.
After a comprehensive renovation in 2022, funded in part by nearly $11.5 million from CMHC’s Affordable Housing Fund, Westboine Park Housing Co-op is now exploring opportunities to expand housing on its existing property. The co-op is assessing the potential to add accessible homes for seniors, enabling residents to age in place while staying connected to their community. The proposed expansion may also include a ground-floor daycare, fostering intergenerational connections and further strengthening the co-op’s role as a supportive and inclusive housing provider.

Freedom International School

Size: 40-50 units / 5-6 storeysFreedom International School and Mission Baptist Church are two long-standing community organizations that share a building in Winnipeg’s West End. The school serves students from refugee and newcomer backgrounds and has identified a growing need for stable, affordable housing among its participants and the wider newcomer population in the area. The church shares this commitment and brings a history of social engagement, including the development of affordable housing in the 1970s that continues to serve low-income residents. Together, the two organizations are exploring a partnership to respond to local housing needs with a focus on newcomers.

John Howard Society of Manitoba
Location: 583 Ellice Avenue
Type: Adaptive ReuseThe John Howard Society of Manitoba (JHSM) supports individuals in conflict with the law, focusing on reintegration, restorative justice and community support. In a three-storey building located at 583 Ellice Avenue in Winnipeg, JHSM operates a transitional housing program that provides 24-hour staff support, self-improvement courses, literacy programs, Elder services and essential resources to help residents successfully transition back into the community.
To further develop the housing program, JHSM is exploring opportunities to improve housing conditions for residents. Upgrades under consideration include increasing housing capacity, enhancing accessibility and privacy, and expanding space for programming and support services.. These changes would help JHSM continue providing a stable, supportive environment for individuals transitioning back into the community.

Clan Mothers Healing Village

Size: 5 storeys / 40 unitsClan Mothers is advancing a new transitional housing project at 38 Maple Street in Winnipeg to support Indigenous women and 2Spirit individuals exiting homelessness. The site brings together land owned by Clan Mothers with an adjacent parcel donated by the City of Winnipeg, allowing for an expanded development that reflects the organization’s long-standing vision for community-led healing. The project will provide 40 units of transitional housing grounded in Indigenous knowledge and cultural practices, with space for ceremony, gathering, and wraparound supports that reflect the strengths and needs of the community.
Alongside housing, the development will include spaces for social enterprise initiatives that create opportunities for training, employment and long-term stability. A construction training crew and commercial kitchen will offer residents pathways to build skills and generate income, while strengthening connections to community and culture. With deep roots in lived experience and Indigenous leadership, this project offers a model for how land, healing and housing can come together to support transformation and self-determination.

Good News Fellowship

Size: TBCGood News Fellowship is a compassionate, spirit-led community located at 891 St. Mary’s Road in Winnipeg. As part of its ongoing commitment to service, the church is exploring how its property could evolve to better respond to community needs, including the potential for affordable housing alongside continued worship and service-oriented uses.
Early discussions have considered full redevelopment with a new mid-rise multi-family building incorporating ground floor space for community partners and shared worship space. The organization is also exploring the option to retain and reinvigorate the existing building while expanding its role as a community-serving space. With support from Shared Ground, internal discussions and early partnership opportunities have been advanced alongside the exploration of schematic design options and a review of civil servicing capacity and zoning potential.

Crossways-in-Common

Size: TBCCrossways-in-Common was established in 1991, following the rebuilding of Young United Church after a devastating fire, as a collective of six organizations dedicated to meeting the spiritual, physical and emotional needs of the West Broadway community. Today, the site continues to function as a shared community hub, with multiple organizations delivering programs and services within the building.
Looking toward long-term stability and future opportunities, Crossways has engaged a local consultant to review and refine its governance structure, strengthening its capacity to support evolving needs and potential partnerships. Alongside this work, Shared Ground has provided schematic design options, as well as zoning analysis and a building review, to support early conversations around the potential for new housing opportunities alongside expanded community programming.

Wolseley Seniors & Childcare Coalition
Location: Aubrey Street Bus Loop

Size: TBCA neighbourhood coalition in Wolseley is exploring an opportunity to create a mixed-use development that supports intergenerational connection and shared programming, including a daycare and seniors-oriented housing to support aging in place. The concept is being considered on the site of a former bus drop-off loop that is anticipated to be declared surplus. The site is adjacent to an existing green space, offering a complementary setting for community-focused uses.
Community members are seeking to engage in conversations about how the property could support local needs. Shared Ground has supported community representatives in building relationships with potential development partners and provided guidance to help bring housing considerations forward with the City in early discussions about the site’s future.

The Native Clan Organization

Size: 40 beds / 3 storeys
The Native Clan Organization Inc. (NCO) is an Indigenous-led, non-profit organization that has been walking alongside the community for over 50 years, supporting healing and connection through culturally grounded programs and services. The organization is exploring an expansion of its Manitou House program, which provides supportive housing through a Section 84 sponsorship model for individuals returning to the community after involvement with the federal justice system. Rooted in Indigenous ways of being, Manitou House offers a safe, respectful and relational environment where healing is understood as holistic and deeply connected to community and spirit. Relatives are supported through access to an on-site Elder and Knowledge Keeper, cultural programming and ceremonies, wrap-around supports, and connections to housing and employment.The proposed expansion would add up to 40 beds through a building addition, while also expanding indoor gathering space to better support programming and day-to-day living. Shared Ground has supported early feasibility work, including zoning review and schematic planning, and has helped facilitate connections with provincial and municipal partners to inform potential funding and approvals pathways.

Chalmers Neighbourhood Renewal Corporation

Chalmers Neighbourhood Renewal Corporation (CNRC) is a community-based organization proudly located in the heart of Elmwood, working to support neighbourhood revitalization through housing, community development and local economic initiatives.CNRC is pursuing an opportunity to adapt an existing building to support a mix of community-serving uses. The vision includes a Food Rescue social enterprise, affordable retail and artisan space, and office space to support housing programs and related services, alongside up to five transitional housing units for individuals and families experiencing housing instability. Shared Ground has supported early due diligence through building, zoning and code analysis, helping to inform conversations with the City and assess the feasibility of this evolving program.
